However, Spurs and their rival suitors may not be doing enough to convince Milenkovic to join the English top flight.
According to Sky Sports, the Fiorentina centre-back has spoken to all three clubs.
However, he is apparently growing frustrated at the lack of progress since those initial talks.
Milenkovic is no nearer to a Premier League move and might even opt to call a move off and pen a new contract, added the report.
West Ham were apparently the likeliest destination for a while but David Moyes reportedly opted not to take his interest any further.
Spurs, who signed Cristian Romero earlier this summer, have apparently been mulling over a deal for the 23-year-old.
And while Wolves are reportedly keen on Milenkovic, they are “wary” of the finances involved, claimed Sky Sports.
According to Viola News, the Serbia international boasts a 25million euro (£22million) price tag.
Milenkovic, a player who former teammate Pol Lirola deemed “extraordinary” earlier this year, has a contract with Fiorentina until 2022.
